Manitoba Certificate of inspection

At Murray Hyundai Winnipeg, we follow all Manitoba Public Insurance (MPI) requirements regarding the Safety Certificate of Inspection (COI). In Manitoba, most vehicles require a valid COI to be registered when ownership changes or when a vehicle is brought into the province. A COI confirms the vehicle met Manitoba’s minimum safety standards at the time of inspection — it is not a full mechanical or warranty guarantee, but rather a provincial roadworthiness certification. New vehicles do not require a COI for registration.

When purchasing a used vehicle from a dealership, Manitoba regulations require that a valid COI be provided at the time of sale. If you purchase privately and the vehicle does not have a valid COI, it must be towed or driven directly to an inspection station using a temporary permit. If a vehicle fails inspection, repairs must be completed and the vehicle must pass re-inspection before it can be registered. Vehicles branded as “salvageable” cannot be driven or registered until properly rebuilt and reclassified.

A Manitoba COI is generally valid for one year for ownership transfer purposes. The inspection covers key safety components such as brakes, steering, suspension, tires, lighting, seat belts, and other essential systems that affect safe vehicle operation. Inspection fees are set by the licensed inspection station and may vary.
